International Project Experience

Costa Rica, 1996; Advisor and Trainer
Securing the understanding, acceptance and support of more than 20 communities in northern Costa Rica for a proposed gold mine proved challenging to the staff of Placer Dome Inc. I was contracted to assess the situation, travel to San Jose, meet with the company team and lead them in a workshop on public consultation in mine development. During it, the participants developed a detailed plan which they later implemented with some success. (Unfortunately, the orebody proved to be non-commercial.) Burkina Faso, 1998; Advisor and Researcher
When Placer Dome Inc.purchased rights in a country where it had no previous experience, I suggested preparing a "national social profile" to orient its staff to the society and culture they would have to work in effectively. My colleague, an anthropologist, assembled and analysed published material, Internet sources and interviews by phone and email to create a report found very useful by staff.

World Bank, 1999; Advisor and Trainer
Evaluation research by the Social Development Department has identified deficiencies in the use of public consultation in major WB projects. During the next 3 - 6 months, I expect to provide four workshops for WB staff in Bangkok, Zimbabwe, Washington and a Latin American site.

European Community, 1999; Advisor and Trainer
I have been asked to contribute to a two-day workshop in Brussels in April to design a public participation program to site geological repositories for radioactive waste in Eastern Europe.

Selected Canadian Experience

Nootka Sound Stability Coalition; Program Manager; near Campbell River B.C.; 1992 - 1996
Duties: Design, staff, manage and budget a program of public information and consultation on forest management requiring the informed cooperation of an aboriginal band, three municipalities, a strong labour union and the company, Pacific Forest Products Ltd.Time: a week a month. Winnipeg Bridges Project; Program Manager; downtown Winnipeg, Manitoba; 1992 - 1996
Duties: Design, staff, manage and budget a program of public information and consultation to replace two major bridges despite local opposition and environmental concerns. Time: a week a month. For a case study, see my website.

A colleague in the International Association for Impact Assessment, Elvis Wai Kwong Au, is the Principal Environmental Protection Officer in the Environmental Protection Department of the government of Hong Kong (Tel. 852-517-1892). My former accountant is now a partner with KPMG in Beijing. I have also an invitation to contribute to an environmental education program in Beijing which produces video and films for public education.
